Consilia (also Sorda, lit. Union) is the combined office of one man and one woman elected jointly by popular referendum across all 83 republics of Vekllei, constituting the public face and ceremonial head of state of the Commonwealth. The two members stand for election together as an undivided office and may not act independently of one another; a Consilia that cannot reach internal agreement is, for practical purposes, unable to act at all. No formal qualification is required for office beyond election; the Consilia has been held by jurists, scholars, diplomats and figures from the arts and sciences.

The Consilia holds no executive authority. It does not direct the ministries, appoint civil servants or initiate legislation. Its constitutional role is twofold: it presides over the Mandatory Ecclesia as a speaker presides over a chamber, and it represents the Commonwealth in diplomatic contexts. Both functions rest on custom as much as statute; a Consilia that loses the Ecclesia’s confidence creates a condition that, by convention, requires remedy.
Nominations are raised through the Mandatory Ecclesia and ratified for the popular ballot by petition. The ballot presents a small field of jointly-nominated pairs, voted on simultaneously across all 83 republics. No mechanism exists for replacing one member without the other. Terms are bounded by natural events rather than fixed calendar dates: each term begins when the first Atlantic humpback whale is sighted in the northern coastal waters of Oslola and concludes when the first southbound humpback is recorded arriving off South Georgia, completing the annual Atlantic migration between Vekllei’s northern and southern extremities.1 By convention, the outgoing Consilia seal a bottle at the start of their term – produced from a distillery or vineyard of their choosing – to be awarded to the first person to report the southern sighting when their term closes.2
In diplomatic matters the Consilia operate by convention. They receive foreign representatives, attend international forums and speak for the Commonwealth’s general interests, but hold no power to ratify treaties, commit federal resources or bind the ministries. Substantive negotiations are conducted by the relevant ministry or State Secretary. They maintain a consultative Cabinet drawn from the cultural, intellectual and scientific life of the Commonwealth, which advises them and accompanies them at state occasions but exercises no legislative or executive function.
