Councils in Vekllei are deliberative and administrative bodies operating at every level of government. The term covers a range of institutions from the municipal to the federal, unified by the principle of collective deliberation over individual authority.
At the municipal level, the Civic Ecclesia coordinates administrative matters between government secretaries and appointed citizens; the Industrial Ecclesia represents workplace interests; and the Heliaea serves as the community court. These three bodies, alongside the elected municipal assembly, form the basic council structure of Vekllei community governance.

At the regional level, Commonwealth Territorial Councils comprise the First Secretaries of the republics within each Regional Commonwealth, handling day-to-day administrative coordination, budget allocation and inter-republic disputes. Their decisions are advisory rather than sovereign; they do not override republic assemblies.
At the federal level, deliberative and commissioning functions are held by the Mandatory Ecclesia, which confirms State Secretary appointments and reviews inter-ministerial legislation, and by the ministerial parliaments, which govern their professional domains through internal democratic structures.
The council form appears throughout Vekllei government because the constitution is specifically designed to prevent authority from concentrating in individual offices. Paired offices, deliberative bodies and term limits exist at every level; the council is the basic instrument of that arrangement.
