The Commonwealth has no permanent government, but maintains a paired office — one man, one woman — as the public face of the country. Instead of a permanent government, Vekllei has a permanent civil service that commissions State Secretaries: temporary politicians with specific political programmes. There is no prime minister.
This city of ministries is supplemented by a single federal chamber called the Mandatory Ecclesia, with 83 members — one for each constituent republic. It approves laws made by State Secretaries. Superior ministries called Parliaments have their own mini-legislatures.
Vekllei has no head of state or even a permanent executive office. The Consilia have no powers and their diplomatic work is customary; they are more like ambassadors and mediators. Instead, the country has this unique system, injecting political energy as required.
