The Commonwealth Parliament of State is a ministerial parliament of Vekllei, governing foreign affairs, diplomatic relations and federal integrity on industrial principles. It manages the foreign policy and diplomatic relations of the Commonwealth, and oversees its humanitarian missions abroad.

As the “Shield and Voice” of the Federation, the Parliament operates with a philosophy of “armed neutrality” and international cooperation. It unifies the foreign policy of 83 republics into a single, cohesive voice, while ensuring the internal stability and constitutional integrity of the Commonwealth. Vekllei’s reputation as a “humanitarian superpower” is largely the result of the Parliament’s tireless work in disaster relief and development assistance.

Broadly, the responsibilities of the State Parliament include:

  • Coordination of foreign policy and diplomatic relations.
  • Management of embassies, consulates and international offices.
  • Oversight of federal integrity, monitoring and constitutional compliance.
  • Direction of international humanitarian aid and disaster relief.
  • Protection of the Commonwealth from external and internal threats.

Foreign policy and diplomatic relations are conducted by the Bureau of the State, which manages Vekllei’s extensive network of embassies and coordinates the international activities of other ministries. Internal security and the protection of the constitution are the domain of the Bureau of Security, which operates effectively but unobtrusively to ensure federal integrity.

International aid is primarily delivered by the Common Navy, a constituent service of the Parliament dedicated to humanitarian missions, search and rescue, and disaster relief. The Navy’s “white ships” are a familiar sight in crisis zones around the world, symbolising Vekllei’s commitment to peace and mutual aid.
