Republic Assemblies of Vekllei

The Republic Assemblies are the sovereign legislatures of each of Vekllei’s 83 republics, elected by delegates from municipal assemblies within their territory. They handle local legislation and governance within the republic, elect a First Secretary as republic head of government, and provide the basis for federal constitutional representation through the Mandatory Ecclesia.

Assembly size generally reflects population. Small single-island republics may elect 15 members; larger multi-island republics elect up to 25; Oslola’s parliament exceeds 50. Each assembly elects a First Secretary as republic head of government. First Secretaries commonly come from municipal leadership, though republics may elect technical experts or persons from outside politics.

Republic Assemblies handle local legislation within the republic, provided laws do not conflict with the federal constitution. They coordinate between municipalities on inter-community matters, allocate republic budgets and administer the implementation of Commonwealth Parliament policy at the republic level.

In their federal role, each republic sends a delegate to the Mandatory Ecclesia, who acts as the representative of its First Secretary in federal constitutional and legislative matters. The delegate carries the First Secretary’s position to the Ecclesia and returns with federal decisions as the republic’s own. This is not an independently elected federal position; it is an extension of the republic executive.

Republic Assembly powers include:

  • Local legislation, provided it doesn’t conflict with the federal constitution
  • Republic taxation and budget allocation
  • Municipal coordination and resource sharing
  • Cultural policy and heritage preservation
  • Implementation of policy directed by Commonwealth Parliaments
  • Election of a First Secretary as head of government
  • Appointment of a Mandatory Ecclesia delegate representing the First Secretary

Assembly members are elected by municipal assembly delegates rather than by direct popular vote, making the municipal assembly the foundation of the democratic chain. Each municipal assembly elects representatives proportional to its population to attend republic elections. This direct connection between neighbourhood democracy and republican governance means local concerns travel upward through the system.

Republic Assembly delegates also attend Regional Commonwealth Assemblies, providing the pool for inter-republic coordination and the middle tier of State Secretary petition cascades.
