The Commonwealth parliaments are a superior kind of ministry in Vekllei. They form universal policy and legislation in key federal Commonwealth concerns, and are not duplicated across subnational governments as regular ministries are. Instead, parliaments are the direct hand of the Commonwealth in ordinary life.
